Croatian fiscal receipts, straight from your web shop.

Receipts that businesses in Croatia issue to consumers are fiscalized with the Tax Administration (Porezna uprava), and web shops are no exception. Our tools send them directly to the Tax Administration's fiscalization system (CIS) with your own FINA certificate.

What the rule says

The Fiscalization Act (Zakon o fiskalizaciji, NN 89/2025) has applied since 1 January 2026. Receipts issued to consumers (B2C) are fiscalized in CIS: each receipt carries a protective code (ZKI) calculated with your FINA certificate, and CIS answers with a unique receipt identifier (JIR).

Receipts are numbered per business premises and billing device registered with the Tax Administration. The receipt shows the ZKI, the JIR and a QR code with which the customer can check it. If CIS cannot be reached, the receipt keeps its number, time and ZKI and is delivered to CIS afterwards.

Which of your payment methods are in scope (card, cash on delivery, bank transfer) is a question for your accountant. B2B e-invoicing (eRačun) under Fiscalization 2.0 is a separate obligation that our tools do not cover.

Fiskal HR Pro is sold here as an add-on to our free Fiskal HR plugin for WooCommerce; the Shopify app is installed and billed through Shopify. Both are tested against a mock CIS; a run against the real CIS test environment with a FINA demo certificate comes before they go on sale.

What Fiskal HR does

  • Fiscalizes paid B2C orders in euro directly with CIS, using your own FINA certificate and no intermediary service.
  • Puts the ZKI, the JIR and the verification QR code on the customer's receipt.
  • Issues storno receipts for refunds, linked to the original receipt.
  • Keeps receipts that missed CIS with their number and ZKI, retries them and lists every failure in plain words.

What it doesn't do

  • B2B receipts with the buyer's OIB, or eRačun e-invoicing.
  • Register your premises with the Tax Administration or obtain your FINA certificate.
  • Claim any certification.
  • Give tax advice: your accountant decides what applies to you.
