EU · Regulation (EU) 2025/40

Packaging dossiers for the EU PPWR, inside WooCommerce.

The EU Packaging and Packaging Waste Regulation (PPWR) applies from 12 August 2026. Before packaging is placed on the EU market, its manufacturer assesses it, draws up technical documentation and issues an EU declaration of conformity. If you sell under your own brand, that manufacturer is usually you.

What the regulation says

Regulation (EU) 2025/40 applies from 12 August 2026. Before placing packaging on the market, its manufacturer has to assess it against the requirements that apply to it, draw up technical documentation (Annex VII) and issue an EU declaration of conformity (Annex VIII).

If you have packaging designed or made under your own name or trademark, that manufacturer is usually you, even if a supplier produces it.

The requirements apply in stages: substances of concern, recyclability, recycled content, minimisation, labelling and others each have their own date, and some depend on EU acts that are not adopted yet. Check the current situation before you rely on a date.

What PPWR Dossier does

  • Gives every packaging type a dossier: components, materials, weights and the products (SKUs) shipped in it.
  • Lists the PPWR requirements with the date each applies, and records your assessment and evidence.
  • Freezes dated revisions and exports a ZIP with the declaration and the technical documentation in English and German, every evidence file and SHA-256 checksums.
  • Pro: unlimited dossiers, supplier review reminders and bulk SKU linking.

What it doesn't do

  • Decide which requirements apply to your packaging, interpret test results or certify anything.
  • Handle packaging registration or licensing fees (extended producer responsibility, for example LUCID in Germany).
  • Sign for you: you check and sign the declaration.
  • Replace legal advice.
