Saudi Arabia · ZATCA e-invoicing

ZATCA Phase 2 e-invoicing for your online store.

ZATCA brings VAT-registered businesses into Phase 2 of e-invoicing in waves. In Phase 2 your invoicing solution is integrated with ZATCA's Fatoora platform: simplified tax invoices to consumers are signed, carry a QR code and are reported to ZATCA. Here is what the Wave 25 announcement says, and what our tools cover.

What the rule says

Phase 2, the integration phase, connects your e-invoicing solution to ZATCA's Fatoora platform. You onboard each e-invoicing unit with a one-time password (OTP) that you create in the Fatoora portal. Simplified tax invoices, the ones issued to consumers, are reported to ZATCA after they are issued, within 24 hours.

ZATCA's announcement of the twenty-fifth wave says that it covers taxpayers whose revenues subject to VAT exceeded SAR 187,500 in 2022, 2023, 2024 or 2025, and that ZATCA will notify them to integrate by no later than 1 February 2027. Your own notification from ZATCA sets your date.

ZATCA explained that it will notify all targeted taxpayers in the Twenty-Fifth Wave to integrate their E-invoicing solutions with the Fatoora Platform by no later than February 1, 2027.

What our ZATCA tools do

  • Onboard your store as an e-invoicing unit with your own Fatoora OTP and run ZATCA's compliance checks for you.
  • Sign simplified tax invoices with the Phase 2 QR code for supported paid orders, and issue credit notes for refunds.
  • Report every document to Fatoora, retry failed sends with the same signed document, and show each document's status.
  • Produce Arabic and English invoices.

What they don't do

  • Cover every invoice: both handle SAR, domestic, standard-rated (15%) B2C sales and their refunds. B2B invoices (clearance), zero-rated and exempt items, exports and orders with shipping or discounts are outside the scope and are flagged, not invoiced.
  • Carry any ZATCA certification or affiliation.
  • Give tax advice: check your obligations with ZATCA or a qualified Saudi tax adviser.
